Glover Wary Over Gifts Policy As City Okays Golf Course Tips

NEBRASKA CITY – Nebraska City commissioners agreed Monday to add a section to the city’s gifts and favors policy to allow the newly-created beverage cart position at the Wildwood Municipal Golf Course to receive tips.

City Attorney David Partsch said a beverage cart employee in the private sector would expect to receive tips, but the city’s personnel manual currently would not allow the practice for public employees.

Under the new policy, gifts valued up to $20 would be acceptable, but Finance Commissioner Gloria Glover said gifts should not be accepted in some circumstances.

“I also wanted to make sure we included information about gifts in general and the size of a gift that is appropriate, that is allowed, without any problems.

“And also to add to the policy that,  even if a gift is a small gift,  if there is any implication that it swayed the decisions of the person, then that would be an inappropriate gift.”

Partsch said any city employee that regularly receives tips should report that to administration.
